depending on how short the upper layers are, try a faux-hawk!
take tonss of hairspray, spray up the middle section, and blow dry it while holding it in the air.
or maybe find some cheap colored extensions or temporary colored spray at a hair supply store nearby.I need a crazy hair style!!?
get some of that color hair spray. you can get it from the party section at walmart. it washes out when you take a bath. :P good luck.

lol you should definetly try 'scene hair',
since you have short layers tease them by lifting up areas of yer hair and spraying tons of hairspray on,
then grab a comb, and tease it by holding a strand up and combing back and forth from the root top tip to root and tip, and back again several times them putting more hair spray
and get some extensions, like pink or blue
add a ribbon or bandana or a hair band
